The Ottoman Empire has made various legal arrangements in order to provide the peace in the society and to protect the human rights. But some persons have not fitted these laws and rules. So, the Ottoman government has given various punishments to prevent these bad actions. But unfortunately it has been seen negative actions against the laws and rules in spite of legal arrangements. These bad actions have begun to increase in the unproductive period and they have been reflected in the documents of the period between 1789-1839 years. The most attractive crime of this period is theft. The Ottoman Empire has taken measure in order to prevent the theft crimes. The most effective of these measures is to punish guilty persons. The principal punishments in the period studied by myself are exile, kalabend punishment and death sentence. There is no standart in applying and time of these punishments. The reason of being different of the punishments is difference of the crimes.
