Abstract
Teşkilat yapıları ve kurumlarıyla sağlam temellere dayanan devletler fethettikleri topraklarda uzun yıllar hüküm sürmüşlerdir. Tarih boyunca kurulan Türk devletlerinin her biri birer imparatorluk haline geldiği için kurumsal bir yapıya sahip olmanın yanı sıra devletin idari, sosyal ve ekonomik yapıları toplumun her kesiminden insanla bütünleşmiştir. Bu devletlerden biri de hiç kuşkusuz Osmanlı İmparatorluğu’dur. Osmanlı Devleti ekonomik anlamda kurduğu kurumlar çerçevesinde halkın her türlü zaruri ihtiyacı için gıda ürünlerinin fiyatlarını düzenlemiştir. Bu düzenlemeye yönelik önemli adımlardan biri narh sistemi olmuştur. Narh sistemi Osmanlı Devlet ekonomisinin bel kemiğini oluşturmaktadır. Narh uygulaması temel gıda malzemelerinden tutunda halkın ihtiyacı olan envai çeşit ürünlere biçilen fiyatların belirlenmesinde başrol oynamıştır. Fiyatların belirlenmesinde halkın gelir durumu da göz önünde bulundurularak kimsenin mağduriyet yaşamaması için sıkı önlemler alınmıştır. Çalışmanın amacı; Osmanlı Devleti’nin fethetmiş olduğu topraklarda uyguladığı narh sisteminin şartları, nasıl uygulandığı ve özellikle Osmanlı Rumeli’sinde bu sistemin nasıl uygulamaya geçirildiğine dair arşiv belgelerinden elde edilen tablolar doğrultusunda bilgiler vermek olacaktır.

Abstract
States based on solid foundations with their organizational structures and institutions have ruled over the lands they conquered for many years. In addition to having an organizational structure, each of the Turkish states established throughout history has become an empire, as well as the integration of the administrative, social and economic structures of the state with people from all walks of life. One of these states was undoubtedly the Ottoman Empire. Within the framework of the institutions it established economically, the Ottoman State regulated the prices of food products for all kinds of essential needs of the people in a way that would not victimize the people. One of the important steps taken towards this regulation was the price system (narh system in Turkish). The Narh system constituted the backbone of the Ottoman State economy. Narh practice played a leading role in determining the prices of all kinds of products that the people needed, ranging from basic foodstuffs. In determining the prices, the income status of the people was also taken into consideration and strict measures were taken to ensure that no one was victimized. With the purpose of this study, is to give information about the price system (narh system) used by the Ottoman Empire in conquered lands, its conditions, especially how this system was implemented in Rumelia will be explained in line with the tables obtained from the archive documents.
