Abstract
Türkiye Cumhuriyetinin başlangıç dönemi olan Tek Parti iktidarı yıllarında Samsunİli fırtına, sel, deprem ve yabani hayvanlardan muzdarip olmuştur. Her ne kadarSamsun fay hattı dışında olsa da, güney ilçeleri Kuzey Anadolu Fay hattına yakınolduğundan gerek Büyük Erzincan depremi, gerekse diğer depremlerde zarargörmüştür. Samsun depremden zarar gördüğü gibi komşu illere, özellikle Tokatadeprem yardımında bulunmuştur. Çalışmamızda Samsunda gerçekleşen doğalafetlerle mücadele tek parti hükümetinin bu konudaki çalışmaları değerlendirilecektir.

Abstract
In the beginning of the Republic of Turkey, under the Republican Party of People asan ultimate and only existing party The province of Samsun had suffered from theflood, storm, earth-quake and wild beasts. Though Samsun down-town was out of thereach from the earthquake-zone, South districts of the province were close to theearth-quake zone of the northern Anatolian hemisphere, it thus mainly South districtsof the province were either in big earth-quake of Erzincan or other earth-quakesaffected and harmed. Samsun, was being affected severely supported the Tokatearthquake victims. In our study the one party government era will be discussed underthe capacity of managing the outcome of the natural disasters of Samsun.
