Abstract

Eğitim, bir ülkenin gelişmesinde ve bir milletin ilerlemesinde en önemli unsurdur. Bununla birlikte 10 yıllık Demokrat Parti iktidarının, icraatında istikrarı yakalayamadığı bir alan, eğitim alanı olmuştur. Kısa aralıklarla Millî Eğitim Bakanlarının değişmesi, son iki hükümet programında eğitim konusunun yer almaması, sonucun bu şekilde ortaya çıkmasında belirleyici olmuştur. Demokrat Parti iktidarının sonuna kadar ülkede uygulanacak eğitim sistemi hakkındaki tartışmaların devam etmiş olması, İlköğretim Kanunu’nun çıkartılamaması eğitim hizmetlerinin istenilen seviyeye ulaştırılmasına engel olmuştur. Bunların sonucunda özellikle köylerde ciddi anlamda okul ve öğretmen açıkları ortaya çıkmıştır. Köy kalkınmasının temeli sayılan Köy Enstitülerinin kapatılmasıyla köylerdeki eğitim açığı büyük oranda artmıştır. Üniversite sayılarındaki artışa rağmen ortaokul ve lise seviyesindeki branş ve meslek dersleri alanlarında öğretmen açıkları yaşanmıştır. Okuma yazma seviyesi, Demokrat Parti’nin iktidarı aldığı zamandaki oranı geçememiştir. Türkiye Büyük Millet Meclisi’nde yapılan bütçe görüşmelerinin tutanaklarından elde edilen bilgiler ışığında bu konular ayrıntılı bir şekilde incelenecektir |

Abstract
Education is the most important factor for a country to develop itself and to improve the quality of its people. Although the Democrat Party ruled the country for ten years, they could not reach the desired level when the education mentioned. The reasons why they could not reach the desired target were various. The first was that they changed some Ministries of Education in short intervals. The other was that they did not mention any educational programs in their last two Goverment programs. During the Democrat Party period, the discussions about the national education system continued. As a result, the desired education level throughout the country could not be achieved as they could not pass the Primary Education Law in Turkish Grand Assembly. There appeared a serious lack of school and teacher especially in villages. The closure of Village Institutions which were the fundemantal factor of the village development caused a big gap in villages regarding to the education. Although there was an increase in the number of universities in the country, there was a lack of vocational, secondary and high school teachers. in terms of vocational and secondary and high schools. The literacy level could not be increased in Democrat Party period when compared the previous one. These topics will be discussed in detail with the information obtained from the records during the Budget discussions realised in Turkish Grand Assembly.
