Abstract
Osmanlı Devleti, yabancı devletlere posta taşımacılığına dair bazı imtiyazlar vermiş, ancak zamanla yabancı postalar ekonomik, idari, hukuki ve egemenlik açısından önemli mahzurlar meydana getirmiştir. Yabancı postaların söz konusu zararlarından kurtulmak için bu postaların kaldırılması önemli bir devlet meselesi olarak görülmüş, bu bağlamda birtakım diplomatik girişimlerde bulunulmuş, fakat bir netice alınamamıştır. Şura-yı Devlet bu hususta önemli bir adım atarak aralarında Kara Theodore Konstantin Efendi’nin de bulunduğu Şura-yı Devlet azalarından bir komisyon oluşturmuştur. Bu komisyonun görevi yabancı postaların kaldırılması ve Osmanlı postalarının modernizasyonu üzerinde çalışmalar yapmaktı. Bu bağlamda Kara Theodore Efendi, kaleme aldığı layihada, yabancı postalara karşı alınması gereken tedbirler ile Osmanlı postalarının modernizasyonunun sağlanmasına yönelik öneriler sunmuştur. Çalışmada, Kara Theodore Efendi’nin layihası Osmanlı postalarının modernizasyonu bağlamında değerlendirilmiştir.

Abstract
The Ottoman Empire gave some privileges to foreign states regarding postal transportation, but in time, foreign posts created important drawbacks in terms of economic, administrative, legal and sovereignty. In order to get rid of the said damages of foreign mails, the removal of these mails was seen as an important state issue, in this context, some diplomatic initiatives were made, but no results were obtained. The Council of State took an important step in this regard and formed a commission from members of the Council of State, including Kara Theodore Konstantin. The task of this commission was to work on the abolition of foreign posts and the modernization of Ottoman posts. In this context, Kara Theodore, wrote a report and offered suggestions for the measures to be taken against foreign posts and the modernization of Ottoman posts. In the study, the report of Kara Theodore, was evaluated in the context of the modernization of Ottoman posts.
