Abstract
Demokrat Parti’nin iktidara gelmeden önce şikâyetçi olduğu konulardan biri, adalet hizmetlerinin kısa sürede tamamlanmaması olmuştur. Bunun için hükümet programlarında bazı kanunî düzenlemeler yapılacağı ifade edilmiştir. Demokrat Parti iktidarı döneminde adalet sistemi üzerinde bazı tartışmalar yapılmıştır. Mahkemelerin sayısı ve çalışma sistemleri, hakimlik teminatı, cezaevlerinin durumu, mahkûmların sıkıntıları ve kadastro faaliyetleri ile ilgili çalışmalar gerçekleştirilmiştir. Bununla birlikte bu problemler, Demokrat Parti iktidarının sonuna kadar devam etmiştir. Hattâ bir kısmına çözüm bulunamadığı görülmüştür. Bu makalemizde, basılı eserlerdeki bilgilerin yanında Türkiye Büyük Millet Meclisi Tutanaklarından elde ettiğimiz bilgilerle adalet hizmetleri konusundaki gelişmeleri ortaya koyarak literatüre katkı sağlanmıştır

Abstract
One of the subjects that the Democrat Party complained about before they came on power was that the services on justice could not be completed in a desired time. They expressed that they would make some legal regulations in their goverment program. There made some discussions on justice system during the Democrat Party period. Some regulations were realised such as the number of the courts and their practise systems, warrant of the judges, the conditions of the prisons, the problems of the prisoners and cadastral activities. However, these problems continued till the end of the Democrat Party political power. They could not find any solutions about some of these problems. In this study, a contribution was made to the literature by describing the developments realised on the services on justice through the knowledge obtained from the records of Turkish Grand Assembly and published articles.
