Abstract
Koca Yusuf Paşa, 18. yüzyıl devlet adamlarından biri olup I. Abdülhamid ve III. Selim dönemlerinde sadrazamlık yapmıştır. Cezayirli Hasan Paşa ile tanıştıktan sonra Osmanlı bürokrasisi içinde hızla yükselmiştir. 1786 yılında sadrazam olarak atanmış ve akabinde 1787-1792 Osmanlı-Rus Savaşı’nda Serdar-ı Ekrem olarak devletin en önemli pozisyonlarından birinde görev almıştır. 1792 yılında azledildikten sonra ölümüne kadar Osmanlı Devleti’ne hizmet etmeye devam etmiştir. Koca Yusuf Paşa, yaşadığı dönemin en önemli ve etkili isimlerden biri olmuştur. Kölelikten sadrazamlığa uzanan hayatında hayır işlerine büyük önem vermiş, kendisine sadaret kapıları aralanmadan önce bir su vakfı kurmuştur. Koca Yusuf Paşa, sadrazamlığı esnasında, kurmuş olduğu su vakfının bünyesinde bulunan gelir kaynaklarını ciddi ölçüde arttırmış, böylece su vakfının gelişmesine yardımcı olmuştur. İçme suyunun ihtiyaç sahiplerine dağıtılması konusunda duyarlı olan Yusuf Paşa’nın ölümünün ardından yüz yıl sonra bırakmış olduğu vakfı canlıların su ihtiyacını karşılamaya devam etmiştir. Bu çalışmada, Osmanlı Arşivi ve Vakıflar Genel Müdürlüğü Arşivi’nde bulunan belgeler ışığında Koca Yusuf Paşa’nın Su Vakfı incelenecektir.

Abstract
Koca Yusuf Pasha, one of the 18th-century statesmen, served as the grand vizier during the Abdülhamid I and Selim III periods. He rose rapidly in the Ottoman bureaucracy after meeting Cezayirli Hasan Pasha. He was appointed as the grand vizier in 1786 and later served in one of the most important positions of the state as the Serdar-i Ekrem of the Ottoman-Russian War of 1787-1792. After being dismissed in 1792, he continued to serve the Ottoman Empire until his death. Koca Yusuf Pasha became one of the most important and influential figures of the period in which he lived. In his life, spanning from slavery to grand viziership, he gave great importance to charity and established a water foundation before the doors of the grand vizier were opened for him. Koca Yusuf Pasha significantly increased the income sources of the water foundation, which he established during his grand viziership, thus helping the development of the water foundation. Yusuf Pasha, who was sensitive about the distribution of drinking water to those in need, left his foundation a hundred years after his death and continued to meet the water needs of living things. In this study, Koca Yusuf Pasha's Water Foundation will be examined in the light of the documents in the Ottoman Archive and the Archive of General Directorate of Foundations.
